Trade, Fiscal and Investment Policy related work
The Division deals with tax and fiscal policy concerns of industry in general, for DPIIT administered products / sectors and thrust sectors under Make in India initiative. Concerns represented by industry are duly examined, objectively analysed and consultations held from time to time to understand the issues. Suggestions and efforts to resolve the issues are identified and taken up with the concerned Ministries/Departments for resolution. The Division also regularly offers inputs from the point of view of industry, on policy documents shared by other departments of Government of India.

In addition, specific suggestions regarding changes in Direct Taxes, Indirect Taxes including Goods and Services Tax and Customs Duty, Duty Drawbacks, Processes and Procedures in tax administration are provided to the Department of Revenue as and when necessary and also for the Union Budget every year.

Cases pertaining to duty inversions, under Most Favoured Nation (MFN) or Free Trade Agreements (FTAs) are identified regularly, in consultation with industry and studied in detail along with the Tariff Commission. Suggestions to resolve such duty inversion leading to unfavourable conditions for domestic manufacturing are shared with the Department of Revenue. Such resolution helps provide a level playing field to domestic manufacturers along the value chain, while safeguarding welfare of consumers and public at large. Such duty inversions have been resolved in several sectors including information technology hardware, consumer electronics, electrical equipment, capital goods, medical devices, automotive components, chemicals and renewable energy in the previous three years.

The Division also is the nodal point for analysis regarding tariff and rules of origin issues in respect of products / sectors administered by DPIIT. Such comments are offered after an in-depth analysis of each product / tariff line under consideration. Analysis is based on trade data, inputs from various related government departments and views of industry. Such analysis are carried out for bilateral and multilateral trade agreements that are reviewed and /or are being negotiated such as Regional Comprehensive Economic Partnership (RCEP), review of India-Korea CEPA, India-Sri Lanka Trade Agreement, India-Peru FTA and India-Israel FTA. Further, the Division also anchors work related to the Trade Policy Reviews of WTO member countries.

The Division in consultation with the Foreign Collaboration Division of DPIIT is also involved in providing policy inputs from industry perspective for bilateral and multilateral Investment agreements.
Make in India
The Division anchors work related to the Make in India initiative – monitoring implementation of the Sectoral Action Plans in coordination with the concerned Ministers/Departments and management of the online Dashboard in coordination with NIC unit.
Committee on Innovative Collaborations and the Mumbai Ahmedabad High Speed Rail (MAHSR) Project
This office houses the Secretariat for the ‘Committee on Innovative Collaborations’ headed by Vice Chairman, NITI Aayog and also the ‘Task Force on Make in India and Technology Transfer in MAHSR project’. The Task Force has facilitated coordination of Japanese government and Japanese industry with counterparts in India on promoting Make in India as part of MAHSR project. The task of identifying activities/items for Make in India and Transfer of Technology in specific packages has been taken up by four sub-groups - Track, Electricity including Telecom and Signalling, Rolling stock and Civil works. Extensive deliberations have been held by them, and items have been identified for Make in India and are being operationalised by the National High Speed Rail Corporation Limited.
